This [link] will take you to the official site with more info on which kind of tablet would suit and how much it would cost. Prices are different depending on regions. Personally though I'd suggest getting a Graphire 6" x 8" for first time outers. It's a pretty common model among the casual artists like myself, has its fair share of problems but it's reliable enough unless you're considering to use it to help pay your bills in which case and Intuos would be a wise investment. Just make sure you have the cash to pay for it cause it's pretty pricey.
As for programs Adobe Photoshop is what I'd recommend but if you're wanting to utilize the tablet to it's fullest potential as well as make your digital works look more complex and traditional Corel Painter would be perfect for that but it takes a while to learn.
Finally if you want to look for a specific member here on this site you at least need to know their nicknames. Look up at the address bar on your internet browser, the one with the http:// dot com thing. Notice your nick just before dot deviantart? Just replace it with the name of the member you want to go to. Now getting that nickname is a different matter.
